Opening Access DB from HTML Hyperlink

I am trying to open an Access DB with from an HTML page with a hyperlink. When I click the link it opens two sessions of the Access DB. Is there any way to resolve this (other than linking to a shortcut of the startup form - not allowed by company standards)?
