Open XLS with Excel 2000 and not 2003

All out PC's have Office 2000 as default. We now need to put Excel 2003 on a few of them for a certain application. However, we still want the default application for Excel files (.XLS, .XLA, .CSV, etc) to be Excel 2000. I've tried simply selecting an XLS and telling it to open in Excel 2000, tried changing HKEY_CLASSES_ROOT\.XLS, and so forth but to no avail. Can anyone help with this?

Have you tried going to Windows Explorer, and selecting Tools > Folder Options > File Types and finding .xls xla and .csv and choosing Excel 2000 as the application to use.
