Open Word document in IE

I'm not sure what forum this should go in so ...
I have a link such as:
<a href='c:\abc.doc' target='_blank'>c:\abc.doc</a>
When I run this on several machines (running Win2000 and WinXP) in Internet Explorer it opens a new browser page fine. However on one machine (a laptop running WinXP) nothing happens. zilch.
Any ideas?
