Open Source solution for Whats UP

Does anyone know of an Open Source program that does the same work as Whats Up but ipswitch?

I've seen some impressive systems on MS products but budgeting has my hindered, umm to be specific NONE!

I have a server I can run it on, but I was hoping to have a Open Source option.

Basically I need it to monitor cable modems on an ISP's network. I want to take a proactive approach to modems going offline and spot problems before the customers do.

Personally, if budget is an issue, I'd use FreeBSD and BigBrother (aka BB) for network monitoring. There might be a windows port but I don't know for sure.
