HI,

How do I force a browser to open a certain file with notepad ?

I am not sure why you have the 4 after .txt, it should be a .txt extension then the browser should do that.
 
There's no guarantee that the user's machine will have Notepad installed. In the case of a *.txt file opened with Internet Explorer on Windows, then the default text editor (probably Notepad) would be started. However with other browsers and operating systems, what happens depends on the browser's settings.
 
No, it's up to the clients preference (and rightly so in my opinion).
