Open port for special services

I have a group that needs special access through our ISA server to another organization. The other organization says that we need to open port 21 and the range 21450-21459. It appears they are trying to use this for a SSL connection. I have tried several different combinations with no luck. I have this working on our old firewall but I need to get it up on the ISA server.

Any help would be greatly appreciated! Dan
