Open PO Status for Crystal Report

Having a problem getting a Crystal report to correctly show only current open PO's that have partial receiving.
I have filtered it several ways and either get no data or multiple entries/duplicate lines. I have checked the linking. The report shows data from long ago with status of C. I suspect these were closed but never printed and the POORDHDR file is just full of extra stuff.
Yet the Macola report only shows current open PO's.
How can I do that?

Sum ({@QtyDiff}, {POORDHDR_SQL.ord_no}) > 0

Note:{qtydiff} = {POORDLIN_SQL.qty_ordered}- {POORDLIN_SQL.qty_received}

I have also tried another report with file selection:
{POLINHST_SQL.ord_status} = "N" and
{POLINHST_SQL.stk_loc} = "A00"

Neither produce the results needed. The final intent of the report is to show open PO's with partial receiving.

I thought I posted the selection info but it's not here.

I have been looking at the data returned and am getting the impression the report is working, we are just not closing out some of the PO's correctly or doing our housekeeping and these are actually correct.
