Open Page on Multiple Machines

Our newsroom shares and edits Quark pages over a network (OS X server running Panther).
In previous versions of Quark, only one user could open a page at a time a good thing).
Since moving to 6.1, multiple users can open and edit pages at once. This is not a good thing....Anyone have an idea on how to turn this "feature" off?
 
In a XP/NT/2000 network system, we use server controls and restrictions to lock opened files. I unfortunately don't know details or if it would work on a Mac server system.
