Open/Closed File Issue

Hello all - The user reports that an excel file is opened & then eventually closed. Then his manager at another location/site/State tries to open the same file & informs that his subordinate still has the file opened. There might be delay maybe in the network...?

Are you sure it's not a restriction with the settings or policy for off-site files?
