Open a CSV.file and save it in XLS Format

How can I open a CSV file and then save it as an Excel file within an ActiveX Script. It is going into a DTS package.
I have a file that is imported from a vendor in a .CS (C Sharp?)format. The only application that I found that it will let me open it is EXCEL. So my thinking is open the file in an Excel object then save it as a XLS file and then I can use transformation to move it into a SQL table.

What does the file look like if you open it in notepad?

If it's a CSV file you are better of working with it as such.

It comes up with some odd looking stuff (See attachment).It is evidently not a .CSV file but it will open in Excel.
 
I can't seem to open the attachment. Can you post the first few lines of the file? (replace any sensitive information).

Looks like a tab-delimited file, which is similar to a csv, only using tabs instead of commas for delimiters. You can treat it similarly.
