Open 9000 Port

I already open the port 9000 for one of my application to download something which reside on my client server in different location which only can be access by using port 9000. I also set the inbound and outbound to be port 9000 but it seems to be i cant initiate the download. The thing is i cant even ping my client server. I have use dail up to test whether my client server its working or not.

How do I open the port 9000 to enable me to download the files from my client server?
