opc and ovoacomm services not coming up

Hi PPL,
I have the follwoing set up for HP -VPO 7.0
Solaris 2.8
Oracle 8.1.7
OVO 7.0
Once the VPO installation is over I run the opcconfig script to configure the ITO but then after everything goes well and tables and all are created the follwoing services do not start
opc
ovoacomm.
I do not know what can be the issue.Has anyone came across this problem.Kindly help.Is it some patch issue?

Verify if oracle database is started.
