only two external lines on BCM 400

today for some reason my BCM stopped allowing all external calls. My BCM is hooked to a nortel 6440 passport. once i disabled and re enabled my PRI and and trunk module on bus 7 and 7.0 i managed to open up two lines for external calls. howere my pri/trunk module has 30 lines that should be available to make external calls. i have no idea what could have changed to drop my service from 30 workig physical lines to only 2. i have been having power issues so it is completely possible that something has changed in the config.

i also replaced the trunk module which made no difference.
 
When you try to make an outgoing call on the PRI do you get a message on the screen?
 
the message on the phone says network unavaiable. i watch the dialling on my bcm monitor and as soon as the user finishes inputting the number the active line goes to idle. it seems that calls can only be made on the first tow outgoing lines being 90 and 89. i can recieve calls still but i havent been able to work out if i am limited to two lines in and out or whether the indialling is seperate from the current problem.
