only sql clients allowed on this broker

I keep on getting this error when i'm trying to connect to a database to open the data dictionary in Progress 9.1D. I'm not sure why i'm getting this, i'm almost positive that i have the correct settings. I know the username and password are correct...I just can't figure it out and need to get into there. I need to do a dump and have it create the SQL statements to create the tables i need to migrate into sql server.

Any help will be greatly appreciated.
