only get internet when logged onto vpn 1

I have a user who has a comcast modem with a wireless linksys router. Two laptops are connecting to the router via ethernet cable. The problem is that there are times when he cannot connect to the internet unless he connects to our vpn (cisco). Very strange. I have disabled the xp firewall, checked to make sure there is a gateway assigned,
disabled the antivirus, power cycled modem and router. At one point the internet came back up but then went away again and we could not access until we logged into our vpn.

Just as a side note we are using outlook with exchange using a certificate.

The user has a toshiba laptop with win xp sp2.
 
How are LAN settings configured in the connections tab of the internet options? uncheck all to see if it helps, including "auto detect".

Do you have/Are there scripts that change these options when VPN in to your network?

If he connects directly to the modem, will he get internet? If so, maybe DHCP on the router is hosed? Does he have MAC address filtering on there? if he doesn't know maybe he can reset the whole thing and start from scratch.
