Only folder creator should have access

Using AD for authentication, when a user logs in, our script checks if a folder as per username exists or not on our file server (running win2k3) and if it is not then is simply created. What i need to setup via NTFS permissions is that only that particular user or administrators should have access to that folder and no one else.

How can i accomplish this??
 
What is this folder for? Is it a home folder for th euser to store his/her documents in?
If so, then you can set the path in their user profile in AD, when the user logs in, it will create a folder with the correct permissions.
If it's for something else, let me know
