Only domain admins can change DSN

We have a Access front-end connecting to a SQL 2000 back and all of a sudden, users in a remote office started getting a lot of ODBC call failed errors. The are connecting to our main site accross a VPN between a Watchguard SOHO and a Firebox X. I noticed that the DSN for the datasource was not pulling in the database name for the default database on that server. I selected it from the drop-down and continued. The next time in went in, the name was gone again. If I logon to the PC(DomainAdmin) it saves it until a general user logs on. I have tried assigning permissions to DSN from regedt32 and it doesn't work.
Funny thing is, I have another site that connects via a T-1 and all users at the local site can make changes to the DSN.
Anyone have any ideas?
