Only Admin can print Custom Form

Situation:
1 A PC operating under XPWin SP2 use a Net Work Printer (NPrt) HP 1002n installed when user login as Administrator.
2 A Custom Form (CFrm) [3"x7" Landscape] is saved in this NPrt.
3 When a ordinary Power user login to this PC, CFrm can be selected, displayed correctly but during printing it print as the default A4 paper.

Result of some unsuccessful Tinkering:
1 As Administrator, full control was given to Power Users to manage Doc, Printer, etc.
2 As Power User, another similar Custom Form can be created but during printing it default to A4 again.
3 As Administrator, \system32\spool folder was given full security control to any Power Users.



Qustion:
1 So what is happening & how to resolve this?
