Only 1 user can access the database at a time 1

We are networked, and when someone is in the database, and then someone else trys to get in, it is locked.
We do not have any security or permissions set up. But the second user can not even access the database, if someone else has it open. Thanks for any help!!!!!!!!!!!
 
What is the default open mode in the advanced tab of menu Tools -> Options ... ?

Default open mode is set to shared. Does that answer your question? Thanks for your help!!
 
How is your database network setup? Is the copy of your FE a shorcut to your BE? or is the FE a copy and linked to your BE?
 
You had the right menus. I unchecked the open database using record level locking within the menus that you suggested and that worked. Thanks for your help!
