OneNote 2007: Audio/Video Options Empty and Unavailable

This is for OneNote 2007:
Under the "Audio and Video" category in Options, the boxes for Device, Input, Codec, and Format are empty for Audio. Codec and Format are also grayed out. This is the same for video: Device and Profile are also empty and grayed out.

The Tuning Wizard is also grayed out.

My audio drivers work fine, and I can record by manually adjusting the properties in the Sound Control Panel. There are two problems with this:
1) My purpose in OneNote is to record the WaveOut (not microphone), so it is a hassle to manually switch the input device in the control panel when I want to use the microphone for other applications (which is often).
2) The sound quality is really bad. I compared the microphone sound, and also the WaveOut sound recorded in OneNote with the same settings recorded in Sound Recorder. OneNote's quality is very low and unusable. This could probably fixed with the Format option, but as I said earlier, it is empty and grayed out.

I am using Windows Vista Home Premium. The sound driver is Conexant High Definition Audio.

Nevermind. It magically works now. Apparently, if I go to the options from the Tools menu, it appears. But if I go there from the Audio and Recording Toolbar, then it does not.
