I have a customer deploying One-x Mobile IP Ofifce R11.0

They provided an FQDN to use for the One-x server.

Trouble is One-x Portal is running on Window server os and host name of the server is whats shown as XMPP FQDN and cant be changed

Is there a setting in Windows Server that would allow the FQDN used for One-x to resolve to the local name of the Windows server. Avaya doesnt speak to this in their docs and having difficulty finding an answer on how to translate the external FQDN to the host name of the server since I cant change it in One-x Portal admin

Any help / recommendations is appreciated

What version of One-X are you running? 11.0.4 SP4 has a problem with the XMPP service not starting, and any changes made to the XMPP domain name don't stick. The fix Avaya documented (SOLN355331)was to open a SR and request a patch or to downgrade One-X to 11.0.4 SP3. It was a Friday night and I'd had enough fun for the week, so I downgraded One-X to the SP3 version and it worked fine, but One-X Mobile only had to run for a couple days until the customer finished moving to Avaya Workplace.
