I'm posting this for future reference in case others come across this.
I have One-X and VM Pro running on a virtual host on Windows 2012r2 Hyper V. It was running fine on just one vCPU until I noticed the CPU usage was pegged at 100%. The hardware has 24 vCPUs available, so I bumped up the ghost to have 12 vCPUs and restarted it. VM Pro fired up fine and the One-X admin page came up with no problems. Looking at Windows Resource Monitor, I could see the additional vCPUs working at different rates, so I thought I had just greatly improved my system.
However, the One-x user page never became available. Logging into the Admin page I had CSTA-Provider-1-Master FAILED and a message at the top of the screen that said "Preferred Edition License not available". Looking at SSA the preferred license was in fact valid. Very strange.
After numerous reboots and adjustments, I found that the One-X server does not like to be run with more then 3 vCPUs available. Any more, and the software fails with the license error message. With 3 vCPUs configured, my One-X portal became available to the users in less than a minute, where as previously it was on the order of 5-10 minutes. I am going to continue to monitor the CPU usage as more users sign in, but so far it looks like a promising tweak.
