One-X Portal Administrator access to other service accounts.

IPO Server Edition, more than 1 site all on 9.1.4
Having problems trying to give service users other than the Administrator account access to also be a One-X Portal Administrator.
I have ticked the box for One-X Portal Administrator access through the IPO Security Settings -> Rights Group -> External but can only ever login with the account named Administrator?

With something totally unrelated to what you're doing, I've seen certain settings from the IPO configuration only propagate through the One-X Portal after a full reboot of the Linux OS.

It was the "Public IP" in "Network Topology". When you click to play messages through your browser, Portal tells your browser to go to "
