One to One Mandatory Relationships

I'm implementing a One to One Mandatory relationship between two tables and I can't figure out how to control which table the foreign key ends up in in the physical model. It always seems to end up where I don't want it. I need to play around a bit but the direction in which I drew the association didn't seem to make any difference. Maybe I'm wrong.

Generally speaking, it should be in BOTH. You may also implement it only with DEFFERED constraint.

Unfortunately I've got a data model that I've got to stick to. So can I actually force it into one only? What do you mean by "You may also implement it only with DEFFERED constraint". Sorry but I was given only a few days to figure out Designer and create everthing so I definitely qualify as a Designer N00B.
 
From one I can tell it places it in the Table that occurs first alphabetically. Can I modify it once I've generated the Table Definitions?
 
About DEFERED constraint: with mandatory one-to-one relation you can not insert record, because each time you try to add it, you'll hear complaint about non-existing parent record. Since Oracle 8 you may defer constraint checking untill commit.
