One time process with a Batch file

Can someone out there help me please! I have a batch file that execute a job on a SQL server, this batch file needs to be run once, by one employee. However, we are going to distribute the file to about 3 employess. Is there anything I can attach to it to make it run once, so that if someone else try to run it within 20 minutes it is not going to run. Perhaps, they can get a message that says you have to wait 20 minutes because it was just run about 5, 10, 15 minutes ago. Also, I need to hide this file from users because it contains some sensitive information as well. urgent, Please help!
