One of Subreport in Main reports is not displaying

I have a report with many subreports. All are working well but one of the newly created subreport is not displaying at all. The development side shows the subreport fine but not on the main report. There is no suppression, code or formula that prevents the subreport from showing. The main report with all the subreports works well except for one. Ideas? I have spend many hours searching and testing but I am stuck here.

All the subreports have a Command SQL behind it and some are using Procs in Oracle 10g.

The subreport is not nested within another subreport, is it? This is not supported in CR.

No it is not nested within another subreport but on the main report. Everything else shows up fine but the subreport for this is not only. I will try to see if recreating a new one [testing] will help.

The Application is passing this value:

In the code above the case plan id passes the ID 257008 it starts with %3A which implies probably ''beginning of code'. It always ends with %23.... and in the 'ADDITIONAL_EMPLOYEES' - there are several employees and the parameter is a string.... and %2C probably is like a comma.. but it ends with a & instead of a %2C. Is that the reason why the subreport is then not showing?

I have parameters which is called for during run time. Is there a way to set the parameters to accept NULL values or empty strings during run time or values have to be there during run time?
