one domain - 2 exchange servers

Can anyone help with a solution we have two offices both using Exchange 2000 both with the same domain name.
Both send their email via DNS. We have a domain hosted with a service provider also with the same domain name. Incoming mail to the domain is sorted by the service provider and sent to an independent pop3 email address one for each office.
The 2 exchange servers pick up their incoming mail
from their own pop3 account.
Everything works just fine untill we try to send one email to user in the local exchange and a user in the other office. As the user in the other office does not exist on the local exchange an error message is generated, however there is a fix for this within exchange to send all undeliverable messages to a legal smtp server. This we have done. However here is the problem if an email is to members of the domain but not on the local domain it gets delivered. If and email is CC to both the local hosted domain and the external domain user the messages goes into and enless loop and we get an error message back.
Any suggestions please.
