On Xp Hard Drive Won't format 1

i need help in formatting my hard drive on xp - i done what i normally do by clicking format in right click options but i get message saying that i need to close any disk utilities that are useing this drive - i have had this message before when i first installe norton 2002 and disk doctor wouldnt run for the same problem and also windows disc checker for the same thing also. i have uninstalled all of norton stuff but cant seem to find the programme which is doing this to turn it off or get rid of it because i really need to do a format....
 
Are you trying to format an additional drive or is this your main drive<in other words are you trying to reformat and reload>? Enkrypted

Boot your system with a Win98 or ME startup floppy and format from there.. OR, go into BIOS and set your first boot device to the cd-rom.. put your WinXP cd in and start your system. You will get the option to partition, format and re-install right from there.
