On Hold (Failed) before backup starts

Recently I've been having a problem with Backup Exec 7.2 attaching to local drives and network shares. I received a message saying that the device is not authorized with this versin of the product. When I would try to create a new backup job all local and network devices were grayed out and unable to be checked. So I reinstalled Backup Exec which allowed me to select any and all drives but when the backup starts to run it gets put in the On Hold(Failed) status. I've tried performing a small backup of just a few files from a local drive but get the same thing. I've also tried changing append to media except when no appendable media is available to overwrite media but no success. Any suggestions would greatly be appreciated.
