OLI and Regions

Does the BCM's Region which is set in the Quick Start determin the maximum amount of digits set in the public OLI?

I ask this because i have a BCM which i have set up that will only let me enter a maximum of 4 digits in the public OLI field. The only difference to all the other BCM's i have set up is the region. I usually use the Australian region but this BCM is in Vietnam.

the length of the OLI is the same as the public received # length
