older versions of IE don't support flash!!! HELP!

I have a flash image on my website. Currently I have a code that will detect if the user is using Netscape or IE and send them either to my flash site or non flash site. My problem now is that older browsers of IE don't support flash either. How can I get it so that the user can go to my flash page if their browser can support it and if it doesn't support it give the user the option to download flash to view it or send it to the nonflash site?

I would expect that there are very few (less then 1%) that use anything older then version 4 of IE. Version 3 was very poorly supported and wasn't able to use JS or other technologies that Netscape was using. It was out for a short period of time before it was replaced by version 4. I wouldn't wast time coding for it since it doesn't really exist (or shouldn't).
