OIPENING NEW WINDOWS FROM IE 6

I have a user trying to open a new window in IE 6 by doing a FILE NEW WINDOW. When this is done his first window closes down and leaves him with just 1 window instead of a second one. I had him reset the OPTIONS back to default and the problem is still evident.

I have heard this may be related to third party toolbars being installed. If the user opens IE to they have any third party Toolbars, like a Yahoo Toolbar etc?
