Hi. Hope this will help whoever faces the same problem.
Problem : Backup fail because of OFO has reached max size and cannot be incremented anymore.
I set a scheduled task to stop the antivirus services before the backup began and start the services again after the backup has completed. By doing that, I eliminate the above error .....
Problem 2: (con't)
but instead I get another error : insufficient resources to initialise OFO.
Based on Veritas website, to solve insufficient resources, have to update the patches and modify the max/min OFO size.
Good thing, Veritas helpdesk gave me a formulae to compute the min/max. I keyed in, and last night it worked! (note, no matter what, the max size is 10000. Do not exceed)

Note : To calculate the approximate static volume "Maximum" size a computer
system can handle, use the following formula.
(Amount of free RAM) MB / 0.04MB = (Max Static Volume size capable)MB
The following steps must be completed for the above equation in order to
find the variable information to complete the equation.
1. To find the amount of free memory in the system, bring up Task Manager
and go to the "Performance" tab. Under Physical Memory, look at the
available memory.
2. To determine the amount of the static volume size necessary for a given
amount of files (Backup Exec for Windows NT/Windows 2000 will cache
information about EVERY file being backed up whether or not it is in
use): (Number of files) X 0.005MB = (Minimum Static Volume size
necessary)MB
3. From the values obtained in steps 1 and 2, a better value for
the "Initial" and "Maximum" Static Volume size can be estimated. These
values can be entered using the Open File Option Wizard.
Tools->Options->Open File Option Wizard.

So summarised :
1. Set schedule to Stop NAV before backup
2. If have insufficient resources error, proceed to apply hotfix from veritas and use the formulae and put in OFO.
