OFO FAILED: insufficient resources on drive x

I have a cluster service & keep getting this error. I have tried manually setting the resource size but it is either too small or too large.
Is there any way to get this right?
Does BE try & look at the entire volume or can it be limited to the actual files being backed up at that time?
Seems very problematic?
Any suggestions?
 
We keep getting the same error:
"insufficient system resources exist to intialize OFO."
Also changed the ofo static file to basically all possible sizes and also tried to set it to automatic; nothing works.

Says ofo static file is either too small or its taking too many resources....
Have you managed to solve this problem??
