Offsite phone gets "all ports busy" when dialing out

Greetings all!

I just set up my remote office. We are using an NBX V3000 system, with 3com 3102 Business phones. I have a hardware VPN set up connecting my remote office with the central office, the phone set up, and it is connecting to the NBX. But there seems to be a problem.

When dialing outside numbers, the phone displays "All Ports Busy", when there are available ports.

When dialing to an internal extension, it goes straight to that extension's voicemail, and doesn't ring their phone.

I believe these problems to be related. Is there something I overlooked when setting up my phone? I'm reading about setting up NAPT on the device, is this a necessary step? If so, how would I go about configuring?

I would say do a dial plan test with the extension you are trying from. Usually when weird things like this happen it is dial plan related.
 
I solved this problem by assigning IP addresses to the Line Card Ports.
