How do you change the call forwarding phone numbers when a user is calling in from outside of the phone system?

If I understand you correctly, you wish to call in from an external number & change the destination of your call forwarding.

this can only be done from VM pro if you use a "Play Configuration Menu" action.
 
Yes, you are correct that is what we are trying to do.
Could you guide me to the documentation which will instruct how to add this?

check the VM Pro administration guide & sample exercises on the documents cd

Inbound call goes to VM callflow that includes a Play Configuration Menu action for the uzser that you wish to change

if you want to do this for multiple users it may be worth modifying the default "Get Mail" acction to go through a menu "1 for config, 2 to retrieve mail" or similar.
