OfficeLinks Options In Access

When viewing a report some users are able to see the OfficeLinks 'Merge It with MS Word' and 'Analyze It with MS Excel' while others are not. Even in my case reports with don't seem to thave the 'Merge It with MS Word' option available. I've been unable to find any really good documentation on when these options are enabled. Does anyone know some options are disabled?
