A customer brought in an OfficeJet I7680 that will not print black. He is using "compatible" ink for an OfficeJet K550. Not sure if that could be the problem or not... This inkjet uses tubes much like a DesignJet. Is there a way to prime/purge them? Any suggestions whatsoever?

It is probably clogged.

If you are going to clean the tubes, use the 99% Isopropyl alcohol, and get ready for a messy job. Don't use the 70%, that's 30% water.

They should prime themselves when a cartridge is put in. You may have an issue with the print heads as well. Try cleaning/changing them.
