Office XP not synchronizing full message

We have a remote user running Office XP who connects to the Exchange 2000 server and uses Offline Folders. System is setup to synchronize All Folders on exit, and this works well for his needs.

Every so often after the system on downloads the Message Headers to his OST file. Has anyone seen this before? Any suggestions on what may be causing this would be great!
