Office XP CIS Assitance Needed

Need some help with creating or modifying and existing shortcut/icon for an Outlook XP rollout. We do not put our icons in the Programs folder. We have a special folder that sits at "C:\Documents and Settings\All Users\Start menu\Folder Name" Now i can get the shortcut to be created here, however it will not launch Outlook. Here is what it is set as:

Target: <Microsoft Outlook>

Location: C:\Documents and Settings\All Users\Start menu\Folder Name

Name: Microsoft Outlook

Start In: Blank

Shortcut Key: None

Run: Normal Window

Now does something either need to be in the Start In field or does the target need to be adjusted?
