Office windows appear behind active one!

We have a couple of users. When they click New in Outlook or sometimes when Word brings up dialogs - these new windows appear BEHIND the existing ones. So the user has to click on the window in the taskbar. It's very annoying.

Anyone seen this?

Windows XP SP1
