Office Toolbar won't "stay on top"

This is an old question, but I have not found an answer before. My Office toolbar, though set with the "Always on top" selection under customize does stay on top for a while, then some application (usually Outlook, but not always) comes along and covers it up. When you clear away the obstruction, right click on the toolbar, you see that the "Always on top" box is still checked. Just click on "Apply" and it's on top -- but just for a little while. I am running Windows 95.
 
Try dragging the tool bar out in the middle of the screen while outlook is maximised.<br>
so it is a blob on you desktop then drag it back to the top again.<br>
See if that readjusts itself and Oulook<br>
Also try normalizing and Maximising Outlook a few times and drag the toolbar in and out.<br>

I have had this problem from time to time.<br>

Outlook should behave since it's one of the Office pacakges.<br>
<br>
Keep in mind that some Non-Microsoft programs will never behave.<br>
