Office System Pack language problem packaging runtime Access applicatn

Hi.
I'm trying to package up an Access application for distribution with the Runtime version of Access - it's got to go to every doctor in the UK!
I'm working with XP Developer, and the packaging wizard creates the package no problem.
But when I come to install the application on computers which don't have Access, the setup stalls with the message: The Office System Pack cannot be installed on this system because the languages are not the same. Install the Office System Pack for the appropriate language on your computer."
What on earth is this talking about. I've only ever selected English as the language option when creating the install package (and this would have downloaded the English version of Runtime onto my hard drive; and it now creates new packages in English without prompting me for the Runtime location, so the English install must have been OK. So why this problem when I come to install on regular UK PCs, which are using the English version of Windows 98 etc.?
I've searched this database and, of course, MS' diminutive problem reports.
Does anyone have any ideas?

I also suffered from this problem, and after much searching around (about 5 days) I finally found that Microsoft have issued a patch for the Packaging Wizard which can be downloaded from:



Even using this did not immediately sort out the problem, I still had to tell the target machine that it was American (i.e select US in regional settings and set local . (I assume that Bill Gates thinks that America is the only country where English is spoken!!)

If you find out how to make it work seamlessly on UK machines please post a reply.
 
If your still interested, we have had this problem in the last couple of days.

We changed the target machine to English(US) and it worked fine.

We have now found that there is a Office XP Language setting in the Office Tools menu. Set this to English(UK), open any database, then run the Packaging Wizard and it works fine.
