Office 97 and Win2k

I have a user that is running Office 97 on a Win2k Pro box. She has only regular user permissions.

When she tries to open a file in excel, with macros, it gives her the warning about macros, then asks her if she wants to enable them. When she clicks on yes, it tells her she can't.

I opened this exact file myself using admin rights and it opens fine so I am sure it's a permissions problem.

I have set the Office 97 directory to all users, full control. I am assuming the file that allows one to enable macros is in the winnt directory, which she does not have write permissions to.

Can anyone tell me what I need to do in order to allow her to enable macros??

Does the user have the ability update the registry? I wonder if this is required? Try assigning the user to the power user group or domain admin group and retest. If it works then, you may want to try assigning rights to WINNT or WINNT/SYSTEM32.
 
I would prefer to be able to assign full control rights to the specific file that is required to enable the macros. Our security policy prevents me from assigning regular users either power users or admin rights.
