Office 2007 OCT & config.xml

Have done a lot of searching and get a few misleading statements about the use of OCT (office customization tool) and config.xml. I am trying to deploy this through GPO and have it working through the config.xml file but I like the additional granularity in the OCT. I have seen where people swear they get the generated MSP file to take while it's in the updates folder and some say that it will only use the MSP file if you run setup.exe but not the MSI file which requires the config.xml file.

Any insights?
