Office 2003 upgrade does not retain add-ins

I have upgraded from Office 97 to 2003 but the add-ins that were used before are now not automatically loading in Office 2003 and are not showing in the list of add-ins. I can add these again manually but I do not understand why all user settings are not being retained after the upgrade.

The add-ins we use are all in different folders and are not part of the standard Office installation so have not been replaced as part of the upgrade.

Since we are to be upgrading Office on a large number of PCs I would like it to be as simple as possible. Is there an easy way to install an upgrade and retain all settings?
