Office 2000 SP3

We need to put Office SP3 on our desktops BUT we have several bespoke MSAccess systems which distribute reports via Outlook. With SP3, the extra security features prevent the automation happening without user intervention "A program is trying to access..... do you want to allow it?"

Is there a way to install SP3 without this extra security or is there a way to program around it or a registry setting we can change?
