Office 2000 Shortcut Bar causing Dr Watson error 1

When the PC boots up and tries to open the Office 2000 shortcut bar, there is an application error and the bar will not open. The same thing happens when I try to open the shortcut bar through start and programs. Is there a way I can fix or disable the shortcut bar without being able to open it? Thanks.
 
Go to Control Panel, Add/Remove Programs
Select Microsoft Office 2000 and click Change
The Microsoft Office 2000 setup screen should pop up
Click "Add or Remove Features"
Open the Office Tools section
Click Microsoft Office Shortcut Bar and select Not Available
Leave everything else as it is and click Update Now

That should remove the shortcut bar and hopefully the error as well.
