Office 2000 reinstall

I'm trying to reinstall Office on a 2000 server.
I get an error Part way through: The Windows installer service cannot update the system file c:\Program Files\Microsoft Shared\VGX\Vgx.dll because the file is protected by windows. The Vgx.dll issue is caused by IE 5.5 SP2 installing the wrong version(Beta) of the file. Details at MS.com Q279177. MS sent me a hotfix but when I run it, it reports that it is not needed and exits without installing.
When Office gets to the end of the install(configuring)it just stops. I can run Word if the CD is still in the drive.

Try this:

Remove Office completely.
Remove IE5.5 SP2 completely.
If you can, remove the IE5.5 upgrade completely.
Install Office completely.
Then reinstall IE (either 5.5 or the new 6.0).

See if that works!
