office 2000 install stops with error, ??????

I'm installing office 2000 ( word, powerpoint, and excel )
and when it gets to about 50%, the install stops and gives this message:

Windows File Protection: Windows files must be installed for your installation to proceed.

It then asks for win 2k service pack 2 cd but has not browse button.

What the heck? This has never happened even with all the installs that I've done. I found this from Microsoft but has anyone ran into this? Dose the fix work?

 
Error 1932.

I went into the registry and "Method 2" of Microsoft's solution is ok. The first one was ok too. It said c:
since I386 is in c:\I386.

SYMPTOMS
When you install Microsoft Office 2000 on a Microsoft Windows 2000 NTFS volume, you may receive the following error message:

Error 1932 Windows installer service cannot update the protected Windows file.
When you open the Verboselog.txt log file, you see text similar to the following:

MSI (s) (B4:34): Protected file - requesting installation by SFP: c:\program files\common files\microsoft shared\web server extensions\40\bots\vinavbar\fp4avnb.dll Error 1932. The Windows Installer service cannot update the protected Windows file. Package version: , OS Protected version: , SFP Error: 1223 MSI (s) (B4:34): Product: Microsoft Office 2000 SR-1 Premium -- Error 1932. The Windows Installer service cannot update the protected Windows file. Package version: , OS Protected version: , SFP Error: 1223
NOTE: The file name in question may vary.

You can create a verbose log file by using a command line similar to the following:

d:\setup.exe /L*V c:\verboselog.txt


CAUSE
This behavior can occur if Office needs an operating system file that is missing. This issue can be caused by a damaged operating system or a hardware problem.
RESOLUTION
To resolve this issue, use one of the following methods.
Check the Hardware Compatibility List (HCL)
Make sure that you are using hardware that is supported and that you have the latest software updates. Check the Hardware Compatibility List (HCL) at the following Microsoft Web site:



Temporarily Disable the Windows File Protection Feature
You may be able to temporarily disable the Windows File Protection feature and continue the installation of Office. To do so, follow these steps:
Restart your computer.
Press F8 as the computer restarts, select Safe Mode, and then press ENTER.
Continue the installation of Office.
Reinstall or Repair Windows 2000
